The City of St. Louis

The city is its own county. Its housing is mostly brick: flats, four-families, bungalows and big turn-of-the-century houses with full basements and narrow alleys behind them. A Certificate of Inspection is required before a sale, if none was issued in the past year, and before a rental unit is occupied.

St. Louis County: the inner and north suburbs

University City, Webster Groves and Kirkwood are older railroad and streetcar suburbs with large houses and larger attics. Florissant and Hazelwood in north county are mostly postwar ranch houses on slab or with basements. Each runs its own occupancy inspection at a sale or a change of tenant.

St. Louis County: west county

Maryland Heights, Ballwin and Chesterfield are newer, with more apartments in Maryland Heights and more two-story houses with three-car garages further west. Ballwin and Maryland Heights inspect at a change of occupancy; Chesterfield does not inspect houses at sale.

St. Charles and Jefferson counties

St. Charles, the St. Charles County seat, inspects rental units but not houses being sold, and so does O'Fallon, the county's largest city, which issues a rental occupancy permit only after a city inspection. Arnold, in Jefferson County, will not let a property be sold or leased until it holds a Certificate of Compliance.
